Elizabeth Sullivan is the President of Madison Services Group, a woman-owned company that provides government relations and federal business development services. She focuses on federal procurement and small business policy. She has a Masters of Studies in Law (MSL) in Government Procurement and Cybersecurity from the George Washington University School of Law, and was featured in the GW Law Magazine for her role in shaping this new dual degree.

She currently leads the policy teams for a group of small and midsize IT value-added resellers, GovEvolve, the leading voice for small and midsize federal contractors - the Montgomery County Chamber of Commerce, She also represents the Women Veterans Business Coalition, Women’s Procurement Circle and GovCon Small Business Coalition. Elizabeth led the formation of the Secure Supply Chain Consortium, a group of small and midsize federal contractors that seek to provide constructive input to decision-makers who are tackling difficult supply chain security problems, such as the implementation of Section 889 and the Department of Defense's Cybersecurity Maturity Model Certification (CMMC). They are recognized as the driving force behind changes in CMMC 2.0 that were favorable to small businesses. She also works with companies of all sizes to build and grow their footprint in the government contracting space.

Her expertise in government contracting includes shaping federal acquisition policy on Capitol Hill and analyzing federal procurement data to position companies to win federal contracts. Notably, she has testified before the Senate Homeland Security and Governmental Affairs Committee on procurement innovation and the role of small and midsize contractors. She has also been featured on procurement panels nationwide, including at the National Contract Management Association (NCMA) World Congress and Women Leaders in Defense and Aerospace Law conference. Elizabeth is recognized as the driving force behind preserving the rule of two, which is discussed in a recent podcast on GovCon Intelligence.

Elizabeth is a graduate of James Madison University, and holds a master’s degree in Early Childhood Education. Prior to Joining Madison Services Group, Elizabeth was a Teach for America corps member in Chicago, IL. She served as a member of the DC Teach for America Alumni Board and is a member of the NCMA DC Chapter.

Ann Sullivan is the Founder of Madison Services Group, Inc. She brings over 40 years of government relations experience in the United States Senate and the House of Representatives, serving in key advisory roles. Ms. Sullivan works with the United States Congress and the Administration to garner national attention for the small and midsize business community.

Her expertise includes government procurement, business development programs, healthcare, export development, and tax issues affecting small and midsize businesses. Ann is recognized as the driving force behind implementation of the Small Business Administration's Women-Owned Small Business (WOSB) Federal Contract Program and has been a featured keynote speaker and moderator on many procurement panels nationwide. She is recognized around the country for her work to make meaningful policy changes that allow small business to access the federal marketplace.

Ann formed the Women Veterans Business Coalition and the Women’s Procurement Circle - policy voices for women-owned businesses. She has also led a small business advisory councils for Fortune 100 companies over her many years in business. Ann specializes in helping elevate the voice of businesses in the federal policy arena - she has helped numerous contractors grow their federal footprint.

Ms. Sullivan serves on the Board of Directors for the Montgomery County Chamber of Commerce. She received the Enterprising Women of the Year Award from Enterprising Women Magazine and was honored by Professional Women in Advocacy for Excellence in a Federal Issue Campaign. Ann is also the recipient of three prestigious Stevie® Awards for Women in Business, receiving the top honor in the categories of Lifetime Achievement - Business, Woman of the Year - Business Services, and Communications or PR Campaign of the Year - Public Affairs. She was chosen by Small Business Trends as a Top 100 Small Business Influencer, and the Sunlight Foundation named her as one of Washington’s four “perfectly bipartisan lobbyists.” Ann recently won the “Excellence in a Campaign for Women Serving Women” award from Professional Women in Advocacy.

Rob a former partner with the Crowell & Moring law firm in Washington, D.C. He is a nationally recognized federal procurement attorney, an expert witness on government contracts issues in federal court and arbitration proceedings, and a leader who assists government contractors with navigating the complex and rule-driven procurement process. He has represented a wide range of companies that conduct business with the federal government.

Rob's current consulting practice focuses on government affairs support, including working with contractors and non-profit associations on acquisition reform legislation and regulatory changes. Additionally, he assists contractors with their marketing strategies for selling to the government and resolves contract disputes with senior federal procurement officials. Throughout his career, Rob has displayed an ability to work effectively with industry, the military services, civilian agencies, and Congress.

A 45-year veteran of procurement law and policy development, Rob served in the Executive Office of the President as deputy administrator of the Office of Federal Procurement Policy (OFPP), the nation's top career federal procurement official. He also served as acting administrator for two years during his seven-year tenure at OFPP.

As deputy administrator of OFPP, Rob was responsible for the government’s acquisition policy and procurement guidance to all executive branch agencies. His office was charged with developing policy affecting more than $400 billion in annual federal spending, a figure that doubled during Rob’s time in office because of the Iraq War and other major events.

At OFPP, Rob was instrumental on several fronts, including preparing the administration’s policy positions and testimony on proposed acquisition legislation; working with House and Senate committees on the development of acquisition reform proposals; and serving as a principal spokesperson for governmentwide acquisition initiatives. He also served as the executive director of the Chief Acquisition Officers (CAO) Council, which consists of the chief acquisition officers from each federal agency. Additionally, Rob managed the activities of the Federal Acquisition Regulatory (FAR) Council, which has statutory authority to promulgate the government's procurement regulations, and the Cost Accounting Standards Board.

Prior to joining OFPP in 2001, he spent over 20 years as a senior acquisition attorney with the Department of Defense. At the Defense Contract Management Agency, he worked closely with the Defense Contract Audit Agency and negotiated the resolution of high-profile contract disputes with major defense contractors. He served as general counsel for DoD’s Defense Energy Support Center as well as associate general counsel for the Defense Logistics Agency (DLA), the DoD component responsible for purchasing most of the general supplies and services used by the military services. At DLA, Rob served as counsel to the agency's suspension and debarment official and managed the agency's fraud remedies program, working with the Department of Justice and the criminal investigative agencies to coordinate appropriate remedies in major procurement fraud cases.

As a Senior Vice President with Madison Services Group, Chris leverages his twenty years of government and corporate experience to assist clients with developing and executing strategies to achieve their federal government objectives. As the Executive Director of GovEvolve, Chris assists federal IT Value Added Resellers (ITVARS) with streamlining the government acquisition process and improving key stakeholders’ awareness of ITVAR-related issues.

Chris previously led the North America Government Affairs Team at Dell Technologies in endeavors to promote company priorities among key policymakers. Chris’s team successfully collaborated with executive leaders and internal stakeholders to develop and achieve objectives underlying advocacy efforts.

Prior to rejoining Dell in 2016, Chris Alsup served as Chief of Staff for Congressman Michael McCaul (TX-10), now Ranking Member of the House Foreign Affairs Committee. Chris joined Chairman McCaul’s staff after working four years as a Senior Manager in Dell's DC Government Affairs office. Chris previously served eight years with Congressman John Carter (TX-31), the current Ranking Member of the House Military Construction Appropriations Subcommittee. As Chief of Staff, Chris managed the DC and District staff and daily operations of the Chairman’s personal office. In that role, Chris was responsible for collaborating with Committee and Leadership staff, outside interest groups, and Administration personnel to advance the Chairman’s legislative and political agendas.

With Dell, Chris developed and advocated policies to promote brand visibility and wellbeing of the company. Chris routinely worked with C-level executives to advantageously engage them in priority issues with relevant policy makers. Chris has also been internally responsible for providing the federal budgetary and policy analysis essential to informing strategic business planning decisions.

In Chris’ role as Congressman Carter’s Legislative Director, Chris managed the legislative staff coordinating with district, congressional, and outside entities to advance the Congressman’s legislative agenda. Chris specifically focused on appropriations, foreign affairs, agriculture and military-related policies.

Bobby is a government relations professional and licensed attorney with 20 years' experience successfully leading industry and government teams to implement legislative strategies to promote and advance vital commercial aerospace and defense interests. His practice includes daily interaction with Congress, Department of Defense (DoD), aerospace and defense industry partners, trade associations, universities, and related U.S. Government agencies. He is a Washington, D.C. native with an extensive network across the area that include key relationships with House and Senate Appropriations, Armed Services, and Select Intelligence Committees, and Members of Congress.

Prior to joining the Madison Services Group team, Bobby worked on Capitol Hill and in the defense and aerospace industry. For six years in the period before and after the September 11 attacks, he served as a Professional Staff Member for the House Permanent Select Committee on Intelligence (HPSCI) and was presented the Director of Defense Intelligence award. Later, he transitioned to the private sector in government relations roles for the Goodrich Corporation, United Technologies Corporation, Orbital ATK, and Leidos. He also spent time consulting and representing small defense startups. Working closely with Congress to secure funding and programmatic support, he has helped corporations and clients with appropriations requests. Bobby graduated cum laude from Boston College. He earned his JD from the Georgetown University Law Center, where he participated in the Federal Legislation Clinic and studied government contracting.

Amy is a Director of Government Relations at Madison Services Group. Amy brings almost 15 years of business development, marketing, and advocacy experience to support clients in engaging with the Federal government, enhancing brand reputation, and executing on business goals.

Prior to joining MSGI, Amy supported the launch of a government relations function and team for a biopharma company with U.S. headquarters in New Jersey. She served as project manager for Congressional briefings, facility site visits, and issue education events in Washington, D.C. and at headquarters. Collaborating closely with colleagues, she managed and distributed emerging information around healthcare industry issues and regulations through policy research and communications. A key member of an internal review committee, she fielded the advocacy strategy around corporate sponsorships and charitable donations from the government affairs team, and managed the full lifecycle of vendor and budget management for the team.

She spent more than seven years executing client development campaigns, supporting client engagement initiatives, and tracking progress against business goals at a global law firm in their headquarters office in Washington, D.C., including over four years supporting the life sciences and health practice groups. Earlier in her career, she also managed the marketing and communications function for the four Washington, D.C. region offices of a global commercial real estate firm. She spent almost two years developing, producing, and submitting Federal government contract proposals for a mid-size IT, professional services, and defense contractor.

Committed to driving positive change and serving as a dedicated community volunteer in Washington, D.C., and the Capitol Hill neighborhood, she is involved with the Junior League of Washington, among other groups. Amy attended The University of North Carolina, where she majored in Political Science.

Sophia is a Manager, Government Relations at Madison Services Group, where she brings a strong foundation in community engagement, policy communications, and operational support to advance client objectives and promote meaningful advocacy within the federal space. Prior to joining MSGI, Sophia served as Office Coordinator at Lakeshore Advantage, a local economic development organization, and its startup incubator, SURGE, where she managed strategic communications, event support, and community-building initiatives for entrepreneurs and stakeholders in West Michigan. In this role, she crafted stakeholder newsletters, supported public-sector communications, and provided executive-level administrative assistance to the organization’s leadership. Sophia’s public policy experience includes serving with Congressman Bill Huizenga’s team both in Washington, D.C., and on the campaign trail in Michigan. As a congressional intern, she engaged constituents through policy correspondence, tracked hearings, and supported legislative research. On the campaign side, she contributed to voter outreach and special project management. As a student consultant through the Albion College Community Collaborative, she partnered with local organizations to develop actionable solutions in areas such as visibility, outreach, and strategic planning. These experiences have deepened Sophia’s understanding of the connection between public service and policy and shaped her commitment to servant leadership in every professional context.

Sophia holds a Bachelor of Arts from Albion College, where she graduated cum laude with dual majors in Economics & Management and Philosophy. During her time at Albion, she was awarded the Jack F. Padgett Award and the Ned S. Garvin Endowment in Philosophy and inducted into Omicron Delta Epsilon for her achievements in the Economics department.

Before joining MSGI, Sophia worked at Lakeshore Advantage and its startup incubator, SURGE, where she helped connect entrepreneurs and community partners in West Michigan. She supported events, crafted newsletters, and worked closely with leadership to keep stakeholders engaged and informed. Her interest in public policy also took her to Washington, D.C., where she interned with Congressman Bill Huizenga’s office, and later back to Michigan to support his campaign team. Those experiences gave her a front-row view of both policymaking and constituent engagement while she engaged constituents, tracked hearings, and supported legislative research. Additionally, at Albion College, Sophia partnered with local organizations through the Community Collaborative, focusing on visibility, outreach, and strategic planning. Across all these experiences, she has cultivated a deep commitment to community, collaboration, and servant leadership.

As the Director of the Women’s Procurement Circle, Lin serves with a significant background in logistics and program experience. With a foundation as a business owner for 11 years, Lin understands the needs and challenges that women business owners face. For the past 20 years, Lin has worked with women business owners both domestically and internationally to facilitate programs and training that allow women business owners to successfully grow and thrive, particularly in the federal contracting arena.
